Vero Beach council debates airport parking lease, bid to rescind authorization fails

He said the pro forma and backup materials lacked detail and questioned figures such as a $660,418 annual expense and a $340,000 local match, and asked for clearer site plans and documentation.
City staff and airport staff said the figures were taken from presentations by the developer and from the grant-match requirements. One staff member explained the $340,000 figure represents the city's local match to a grant and that concession fees and other line items contributed to the annual expense calculation.
The motion to rescind drew extended procedural debate. The city attorney reviewed the interplay between the city's ordinance and Roberts Rules of Order, saying the city's provision allows items to be placed on a subsequent agenda but acknowledged the need for clearer language to prevent uncertainty over finality.
Because the motion lacked a second, it "went once, going twice" and died on the floor. After further discussion, the council voted 4-1 to direct the city attorney to draft revised wording for section 2-53 (subparagraph e) to better align the city's reconsideration rules with Roberts Rules of Order.
Council members also discussed scheduling a joint workshop with the airport commission to define the airport's long-term role, work through lease attachments, and review master-plan modifications. Council member Carroll was asked to submit a proposed agenda to staff for that meeting.
Next steps: the city attorney will return with revised language on reconsideration procedures; council members said they will coordinate with staff on the proposed joint meeting agenda with the airport commission.
