Staff said the Willow Street portion is scoped as a surface project and noted a separate $1,000,000 TASA grant for that work; burying utilities and then repaving would be complementary activities between the two grants. Presenter said the project will also improve utilities on currently unimproved parcels and create a Riverwalk connection at Basin Street.
Council asked whether any city match is required; presenter said there is no city match for the $2.6 million earmark and that other grants were used to assemble the full funding package. The contract authorization passed unanimously. Staff will proceed with contracting and coordinate utility work and Willow Street scope as part of the broader Old City initiative.
