The Facilities and Construction Committee on Nov. 12 authorized staff to negotiate redevelopment terms for district-owned property at 1370 Northeast 2nd Avenue and to begin discussions with the Omni Community Redevelopment Agency (Omni CRA) about a memorandum of understanding to support district redevelopment goals.
The item, presented by facilities staff, would allow the district to seek partners and to pursue an MOU with Omni CRA that could use tax-increment financing generated by future development of the district'owned assemblage to support three education-related projects: construction of a new iPrep facility, a full modernization (effectively a rebuild) of Phillis Wheatley Elementary School, and a new district administrative facility. Staff said proceeds or structured financing tied to development of the assemblage could be used to underwrite those projects.
Why it matters: Committee members said the projects represent years of unmet need in neighborhoods such as Overtown and have been delayed since earlier votes that hinged on the CRA's ability to issue bonds. Several board members urged speed and clarity; others warned the board must not approve vague commitments that lack explicit dollar amounts, timelines or a binding funding source.
Board member Dr. Gallon led the discussion and said his central concern is clarity about funding and scope. "We need to be intentional about language," he said, noting past community frustration after promised improvements did not materialize. Legal and facilities staff told the committee the parcel sale or a long-term ground lease for 1370 could fund an initial component (auditorium, lobby and structured parking) but that the broader funding package for iPrep and Phillis Wheatley would depend on a wider assemblage and a CRA-driven financing plan.
Staff and board members described how the Omni CRA's extended life (the city commission recently extended the CRA's authority through 2047) makes tax-increment financing feasible; staff said the Omni CRA would analyze the assemblage's redevelopment value and potential bond capacity to identify how much could be directed toward the schools. Facilities staff also said a development partner would be procured through a public solicitation to complete the private-party leg of any public-private partnership.
What the committee asked for: Members asked staff to (1) tighten language in the recommendation so the board clearly records what it expects from any MOU, (2) specify whether funding commitments would be guaranteed or contingent on a private developer and (3) return with an updated recommend and draft MOU language for full board consideration. Several members asked staff to include Phillis Wheatley explicitly in the recommend and to provide projected dollar ranges tied to likely redevelopment scenarios.
Next steps: The committee voted to transmit the item to the full board for action next week with direction to the superintendent and staff to revise the recommendation language to incorporate the clarifications requested by the board. Any final agreement or MOU will return to the board for approval.
The committee's vote does not itself authorize conveyance or sale; it authorizes negotiations and the development of MOU language that must be approved later by the full board.
