Oscoda County commissioners approve 2026 budget, several appointments and small contracts

The Oscoda County Board of Commissioners on Dec. 16 approved the county's 2026 proposed General Fund budget of $7,269,765.08, confirmed appointments to county boards, authorized a Clerk office remodel contract and approved advertising sealed bids to sell a 2017 Polaris. The board also authorized using the Tax Revolving Fund to balance 2025 accounts.
The Oscoda County Board of Commissioners on Dec. 16 approved the county's 2026 proposed General Fund budget of $7,269,765.08 and a set of related special funds, authorizing the Finance Committee and county treasurer to balance the 2025 budget using the Tax Revolving Fund.
Commissioner Charles E. Varner Jr., chair, presided over the meeting. On a McCauley/Breaugh motion the board voted to approve the 2026 Proposed Budgets and to hold a public hearing; the hearing was opened and closed at 11:02 a.m. and 11:03 a.m., respectively, and the final approval (motion 2025-369) passed by roll call (McCauley, Varner, Breaugh and Handrich voting yes).
The meeting included a series of additional formal actions. The board appointed Ms. Libby Marsh-Shephard, Clerk/Register of Deeds, to serve as Oscoda County Remonumentation Grant Administrator as required by the Michigan Remonumentation statute (motion 2025-363). It also appointed Mr. Richard Landry to the Oscoda County Veterans Affairs Board, term through Dec. 31, 2029 (motion 2025-364).
The board approved a $12,352.10 quote from J&K Contracting LLC to remodel the Clerk/Register of Deeds office and authorized a $6,176.05 down payment from contingency (101-890-965.00) with the balance charged to the CPL budget in FY2026 (motion 2025-365). The board also authorized advertising and accepting sealed bids for a 2017 Polaris 550 Adventure (VIN SN1CEEBXHC724498) to be sold as-is, with proceeds to be deposited into the 103 Sheriff Equipment budget (motion 2025-366).
During financial discussion, Commissioner Jackie Bondar asked who made recent classification and title changes in the FY26 budgets and whether those changes affected wages. Ms. Michelle Knepp, County Administrator/HR Director, responded that the changes were part of a prior-year restructuring and would not affect wages or the Maintenance Supervisor position.
All motions recorded in the minutes carried on roll-call votes where noted. The board adjourned at 11:04 a.m. and scheduled its next regular meeting for Jan. 13, 2026 at 10:00 a.m. in the Boardroom (teleconference and Zoom participation options were provided).
