The La Crosse City Plan Commission on March 30 approved the preliminary plat for Featherstone Rise, a subdivision of an old farmstead in the Town of Shelby into 36 residential lots and one outlot set aside for a roughly half-acre park.
Deputy Director Eklund described the project as located east of the city limits along Highway 33 at County Road F, approximately two miles from La Crosse city limits, and noted the subdivision will be served by private wells. Because the plat lies within the city'9s three-mile extraterritorial jurisdiction, staff review focuses on lotting, roads, the anticipation of utilities and emergency-service access, and whether construction aligns with standards the city would expect should the area later annex or come within city limits. "We look to see whether, anticipation of roads, private roads that we may take on anticipation of private or public utilities that we may have to provide for it," Eklund explained.
Council member Charles asked whether the city has any authority over zoning for the parcel; Eklund clarified the city does not exercise zoning authority over the site unless it later becomes city land, but the extraterritorial review assesses elements important to future service provision. After discussion, the commission moved to approve the preliminary plat (motion by Commissioner Chairf, second by Commissioner Yeager); the chair recorded the vote as unanimous.
Next steps: approvals are subject to any final engineering and fire-department conditions recorded with the final plat; staff said they will return final documents for recording and any additional council review as required.
