ECDC approves resolution to reallocate ARPA funds, including contract amendment for Parenting Place

City staff presented a resolution asking the commission to reallocate ARPA funds from projects that came in under budget and to reimburse expenses previously paid from other funding sources. The resolution also updates the Parenting Place contract as part of those adjustments.
Staff explained that some ARPA-eligible projects had been paid from other sources and that reallocating funds would restore those original funding sources. Staff clarified that the North La Crosse Business Association (NLBA) project was not selected through the small-business support RFP and sought direct council funding; that selection detail was provided to explain why NLBA appears in the reallocation list. The presenter noted limits set by U.S. Treasury guidance on ARPA funds and said reallocation provides flexibility while preserving compliance.
A commissioner recused at the outset of the item. Commissioners asked procedural questions about whether newly available funds would come before council for allocation; staff replied that council action would be required to allocate returned funds and that finance would oversee use of the funds. Commissioner Miller moved to adopt the resolution; Council Member Goggin seconded. The commission voted to adopt the resolution unanimously.
The commission’s action sends the resolution forward; staff said the item will also go before the Finance and Personnel Committee and then council.
