The Finance & Personnel Committee unanimously approved funding for a rectangular rapid flashing beacon (RRFB) across Highway 1461 as part of the Wagon Wheel Trail project after staff explained a Department of Transportation requirement to maintain a pedestrian crossing in the vicinity of Pettibone Park.
Staff (Tim Eklund) said DOT told the city that because there is a sidewalk on the opposite side of Highway 1461, state statutes and DOT policy require the city to maintain some form of crossing near the park. "They said either put in a better crosswalk of where it is now, or you can do a rapid flashing beacon that'll also meet our requirements somewhere in that general area," staff said, and engineering recommended the RRFB as a safer option for pedestrians.
Eklund said the city moved the crossing slightly south to anticipate redevelopment of a vacant lot with housing and to keep the distance from an existing crossing to the north reasonable. Council members asked about why the location was chosen and the timeline for DOT review; staff said the issue surfaced during late plan approvals with the consultant SEH and was resolved in recent months.
The committee approved the appropriation and staff will proceed with engineering and contracting steps under the Wagon Wheel Trail grant.
