He told the committee staff could get the project under contract by October if funding and design proceeds. "I'm gonna guess just the design piece is gonna come in, I'm gonna guess $5,000 to $10,000," he said.
Council members pressed for details on scope and potential operating impacts; one member asked whether lights are on a separate meter to evaluate energy cost savings if fixtures are converted to LED. Councilmember McCaleb said he supported using TID money to avoid borrowing and to accelerate needed repairs and safety fixes.
The motion to adopt the resolution passed 4–1.
The staff will proceed with design and prepare bid documents; council requested follow‑up on whether lighting will be metered and potential energy savings from LED conversions.
