Board member Danny Espino said he was “very happy to see that we have finally reached a point where everyone has come together,” and he urged staff to ensure “all parties that are engaged to be together so that there’s no misunderstanding” going forward.
District staff told the committee the interlocal will require a meet‑and‑confer step before signature. "Their communications department along with our communications department will utilize all different avenues — written communication, TV ads, newspaper, social media — to ensure the community is aware of what’s coming," a district official said, adding that no activity will start "until all parties have sat down and agreed" on roles and timing.
Members pressed for clarity on how outstanding citations from the program’s prior iteration will be handled and asked staff to spell out how individuals with expired or pending citations will be notified of their options. The district committed to provide a detailed communications plan and to follow up with a written timeline for outreach and adjudication options.
The committee approved a motion to move the D items to the full board for action; the motion carried by voice vote. The reauthorization will return with the requested documentation to show that (1) meet‑and‑confer requirements are satisfied, (2) a signed interlocal is in place, and (3) the district and vendor have a coordinated community‑awareness campaign ready to deploy.
