Santa Rosa board approves appointments, construction payments and bid awards; schedules start-time public hearing

At its Feb. 3 meeting, the Santa Rosa County School Board approved a series of routine action items including administrative appointments, construction change orders, release of retainage and an award recommendation for district construction contracts.
The board unanimously approved Christina Gullher as District Threat Management Coordinator and Caitlin Kent as the district's public information, family and community outreach officer. Both appointees spoke briefly and thanked the board.
On capital projects, staff brought a change order for Soundside High School covering civil and electrical coordination and additional brick cleaning in the amount of $41,208.88; that motion passed unanimously. The board also approved release of retainage on Soundside of up to $3,650,000 to be paid incrementally as portions of the project reach substantial completion and approved up to $75,000 in final payment to DAG Architects; both motions carried unanimously. District staff reported that temporary certificates of occupancy are in place for portions of the new Soundside campus and that a traffic signal remains on FDOT timing.
Staff presented an approximately $252,144.18 estimate and schedule for South End athletic services/rehab work and asked to advertise phase 3 documents; the board approved advertising and set a timeline for pre-bid meetings and bid openings. The board also approved awarding the Laughlin Technical College building 2 energy-upgrade contract to the lowest bidder (ANU) following the posted bid opening.
Other administrative approvals included out-of-field reports, ESOL out-of-field reports, surplus disposal, direct purchase change orders, and the December self-funded medical reporting package (presentation). All routine motions were approved unanimously.
Board members also approved a request to advertise a March 5 public hearing at Woodlawn Beach Middle School to collect input on proposed school start-time changes for specific schools; staff will survey affected families and assess operational costs before the hearing.
The board recessed and later received an informational internal funds audit report that the auditors said would issue an unmodified (clean) opinion.
