Parks staff show River Point District concept, cite $2 million 2027 TID request

Dan Tristani, deputy director of the city parks department, presented a concept master plan for the River Point District after the property transferred to parks purview. "What we when we began discussing with our architect, we gave them 4 main goals to kind of focus on... connectivity, low maintenance and sustainable, complement the development, and enhance and highlight the natural beauty of the site," Dan said, outlining the planning goals that guided the concept.
Dan emphasized the plan is a starting concept approved by the park board for discussion and that the project will be phased. He told members staff included a $2,000,000 request in the 2027 capital improvement budget using TID funding as an initial funding ask for Phase 1, and that the design and funding approach will be refined through plan‑commission and council approvals.
Members raised constraints including an existing gas easement that limits marina slips and a recurring flooding issue on the southern trail edge. Dan said the design team received flood data and will plan for sustainable plantings and measures that anticipate periodic flooding, and that staff will consult Friends of La Crosse River Marsh on boardwalk impacts.
The RDA and park staff agreed the concept will return for more detailed, phased approvals and that the current presentation frames funding and design priorities for future public input and formal review.
