Commissioners pressed staff and the applicant on outreach and potential impacts. Staff said the number of opposition notices recorded changed after the last meeting: "The last time we counted 2 notices in opposition; after additional responses we have six in opposition," staff said, explaining the additional responses arrived after an extra notice mailing. Commissioners also asked whether allowing light-industrial zoning could enable adjacent owners to seek similar rezonings; staff said owners can file for similar changes but that each request would be considered on its merits.
A motion to deny the applicant's request, moved by Commissioner Sigo and seconded by Commissioner Sánchez, failed on a 3–4 roll-call vote (Sigo, Sánchez and García voted yes; Suki, López, Bustamante and Peck voted no). Commissioner López then moved to approve the amended application; Commissioner Bustamante seconded. The approval passed on a 6–1 roll-call vote (Sánchez, López, Bustamante, García, Suki — yes; Sigo — no; Peck — yes).
The commission approved Item 12 as amended. No further schedule for implementation was set on the record; staff and the applicant will continue to coordinate on outstanding technical issues raised during questioning.
