District workforce leaders said roughly 700 adults and about 245 high‑school‑age students were on waiting lists this year because of space constraints, producing an estimated shortfall of approximately $11.5 million in forgone tuition and dual‑enrollment revenue. Principals described industry demand for credentialed workers and noted the district’s technical colleges have been ranked highly by state measures.
Administrators proposed a strategic, phased approach using workforce dollars and targeted capital investment to increase capacity, preserve and expand programs that produce job‑ready graduates, and create additional dual‑enrollment opportunities for high‑school students that can also yield operating revenue.
The board asked staff to prepare site, program and financial plans that would describe the phased investments and expected returns.
