Board approves rezoning amendment and CUP for Patterson Ave. self‑storage project with no‑parking condition for access easement

The Goochland Board approved two companion land‑use applications from Graham Real Estate on Dec. 2: a proffer amendment to add self‑storage to a previously approved zoning case and a conditional use permit for a 9‑acre self‑storage facility at 12330 Patterson Avenue.
Planning staff described the site and conditions, noting significant floodplain constraints on the parcel and proffered commitments including underground utilities, building setbacks, a 50‑foot buffer from Route 6, and dedication of an easement for a walking trail. The applicant agreed to improve an existing access (paving a gravel road) and extend a channelization island to reduce illegal left turns.
As an added condition the board required that parking along the county access easement that leads to the Eastern Goochland Pump Station be prohibited and that no‑parking signs be installed along the easement. The board adopted a practical timing requirement for signage: installation within the earlier of 30 days from plan‑of‑development approval or within 180 days of conditional‑use approval.
Andy Conlon, counsel for the applicant, estimated the construction value of the improvements at about $10,000,000 and said the applicant would coordinate access improvements and the channelization island work as early construction steps. A resident from the adjacent Tuckahoe Pines retirement community urged the board to review intersection safety and tanker/ emergency vehicle access; the county and applicant agreed to coordinate further with VDOT and public safety staff.
Both the rezoning amendment and the CUP passed following motions and roll‑call votes.
