Marcus reviewed contractor and administrative costs for the four parcels being considered for lien recordation: 7840 Hyde Street (requested lien $1,519.37), 2560 Fall Street ($1,229.18), 2826 Bush Street ($719.37) and 2830 Bush Street ($2,032.39). The two properties briefly pulled for further outreach (7769 and 7771 Main Street) were excluded from today's action so staff could work with property owners.
Beltramo explained that CalRecycle grant terms require the agency to hold first lien position for contractor costs and that the county would record a second‑position lien for county administrative recovery. Supervisors asked for clarification of the hourly burdened rates used in task sheets, and Beltramo and Shannon Walker Smith said they would provide a written explanation and add a uniform code‑enforcement hourly rate to a future master fee schedule.
The board approved the recommended liens and directed staff to record them with the County Recorder; the recordation process will deliver liens to the county auditor for placement on the assessment roll as special assessments if not paid.
