Hempfield Area School District approves high-school renovation steps and $1.42 million HVAC upgrade

At its Jan. 27 meeting the Hempfield Area School District board approved supplemental design and demolition agreements for the senior high renovation, hired a clerk of the works after a 6–1 re-vote, and approved a $1,418,434 HVAC boiler and controls upgrade at Maxwell Elementary to be paid from the district's GOB 2022 Fund.
The Hempfield Area School District Board of Directors on Jan. 27 approved a series of contract actions moving forward the Hempfield Area Senior High School renovation and a major HVAC upgrade at Maxwell Elementary.
Board President Jerry Radebaugh moved to approve Supplemental 03 to the agreement with Herbert, Rowland & Grubic, Inc., for an additional survey, zoning-variance coordination and courtyard detailing for the high school project in the amount of $12,900 plus reimbursable expenses; Supplemental 04 for demolition and related site work was approved with the final cost to be determined on a time-and-materials basis. The motions carried as presented.
The board also approved Change Order #1 with Terracon Consultants, Inc. to coordinate roof core environmental testing of additional samples for the senior high additions and renovations for an added $14,445 (described as 100 additional hours and 489 additional samples), to be paid from the District’s GOB 2022 Fund.
Separately, the board approved the purchase and installation of an upgraded HVAC boiler and controls system at Maxwell Elementary School from Trane U.S. Inc. for a total of $1,418,434.00, including a one-year warranty procured through the Omnia Racine Contract 3341; the work is to be paid from the GOB 2022 Fund.
In school-board business, the board approved an Independent Consulting Services Agreement with Barbarino Contracting Services, LLC (Michael Barbarino) to serve as Clerk of the Works for District construction projects related to the senior high renovations, effective Feb. 1, 2026 through the anticipated project completion (estimated June 30, 2029). That motion was the subject of a rescind-and-revote: after rescinding an earlier collective vote, the board approved the Clerk-of-the-Works contract in a separate roll call that passed 6–1, with Mrs. Lindsay Stevens recorded as the only Nay. The subsequent motions to advertise for construction bids for the senior high renovations and to approve related school-board items passed unanimously.
The board also authorized signature and submission of Potable Water Storage Tanks documents with the Westmoreland County Recorder of Deeds and to the Westmoreland Conservation District.
The approvals mark several substantive steps in the district’s multi-year capital program, consolidating environmental testing, design adjustments, demolition planning, on-site construction oversight, and a large elementary-school HVAC replacement under previously approved General Obligation Bond (GOB 2022) funding. The board did not provide additional fiscal detail in the meeting minutes beyond the line-item amounts recorded for the individual contracts.
