Hempfield Area SD board reviews multimillion-dollar HVAC and roof projects

Hempfield Area School District board members on Jan. 19 were presented with multiple facilities-related procurement requests and supplemental agreements tied to the district’s GOB 2022 Fund, including a planned HVAC replacement at an elementary school and large roof contracts.
Vince DeAugustine, chair of the Buildings & Grounds/Transportation committee, described a proposed Supplemental 03 to the district’s agreement with engineering firm Herbert, Rowland & Grubic, Inc. to perform additional surveying, zoning-variance coordination and courtyard detailing for the Hempfield Area Senior High School project. The supplemental price listed in the agenda packet is $12,900 plus reimbursable expenses.
The agenda also listed a Supplemental 04 to Herbert, Rowland & Grubic, Inc. for demolition and related site work at part of the bus garage and the former food service house; the administration described the amount as to be determined based on time and materials.
Separately, the board was asked to authorize purchase and installation of an HVAC boiler and controls upgrade at Maxwell Elementary School from Trane U.S. Inc. for a total of $1,418,434.00, including a one-year warranty under the Omnia Racine Contract 3341. The agenda states this expense would be paid from the GOB 2022 Fund.
Terracon Consultants, Inc. was listed for a $14,445 Change Order to coordinate roof core testing for the Hempfield Area Senior High School additions and renovations; the fee covers additional hours and sample testing for possible contaminants. The board packet identified the parent company of Skelly & Loy as Terracon and described the work as roof core environmental consulting.
The administration also requested board authorization to complete remaining roof sections at Fort Allen Elementary through Garland Company, Inc. and David M. Maines Roofing, Inc. (COSTARS procurement) for a total of $3,431,605.00, and at West Point Elementary through Garland Company, Inc. and PA Roofing Systems (COSTARS) for $2,194,750.00, both to be funded from the GOB 2022 Fund.
The agenda included administrative authorization to sign and record documents related to potable water storage tanks with the Westmoreland County Recorder of Deeds and to submit recording receipts to the Westmoreland Conservation District.
