Staff explained the 2021 ordinance named a surveyed parcel and associated boundaries that were added at the developer's request; those additions used finite enterprise‑zone mileage. "That was the ordinance that added Yeoman Creek to the enterprise zone," staff said, and repealing it would free the designated area so the city can add other territory with a future ordinance when a different site requires enterprise‑zone designation. Staff also said North Chicago has already repealed its reciprocal approval of the Waukegan territory.
A motion and a second were made to consider repeal; the committee conducted a roll‑call vote and the motion passed. The roll call recorded Aye votes for Alderman Turner, Alderman Guzman, Alderman Felix and Chairman Florian. The committee announced the motion passes and moved on to other business.
Committee discussion focused on preserving the municipality's ability to designate enterprise‑zone acreage in the future rather than permanently reserving it for the Yeoman Creek parcel named in the 2021 ordinance. No amendments were made at the committee level.
