Planner Kobe Blano summarized the proposal as a minor recreational facility intended to serve youth athletes aged 4 and up. Blano said the site is part of a 56,188-square-foot multi-tenant building constructed in 1982 and that the applicant proposes to use the eastern portion of Building Suites 2 and 3.
Blano reviewed staff analysis of access, landscaping and parking. Under the Sparks Municipal Code standard of one parking space per 200 square feet for a minor recreational facility, the site would require 212 spaces to account for existing and proposed uses. The applicant submitted a shared-use parking demand analysis that found 151 parking spaces currently provided on-site and estimated peak utilization of 107 spaces (about 71% of those spaces) between 3 and 4 p.m.; the trip generation letter estimated 123 daily trips (5 AM peak, 74 PM peak). Staff concluded the existing parking supply is sufficient for the proposed academy but included conditions that require the applicant to submit an updated parking analysis if parking conditions intensify, to install signage that identifies pickup-and-drop-off locations before issuance of a city business license, and to limit tournaments or special events to weekends with a required temporary use permit.
A motion to approve the conditional use permit CU26-0003 (PCN22-0026) based on findings C1–C5 and subject to eight conditions of approval was moved, seconded and passed unanimously on a voice vote.
