The discussion began when a board member moved to create a standing committee of four members to review budget details in depth. Committee advocates said the body would give the public greater opportunity to review line-item budget materials and offer informed feedback before the full board acted. "I think the purpose of having a committee is to have more public input," said a committee member during the discussion.
Opponents said the full board should retain primary responsibility for budget review and that budget presentations belong at evening work sessions so all board members — who are elected to represent constituents — have the same opportunity to review numbers before the public sees them. "I feel strongly that since the budget is one of the board’s main responsibilities that all budget presentations and discussions should be done as a committee of a whole," said another board member.
Members also flagged a policy ambiguity about whether board committees are authorized to take official action or only to make recommendations. The superintendent read the board’s work-session policy aloud to clarify that work sessions operate as a committee of the whole but do not bind the board to action.
Several members proposed tabling the motion because the board member who requested the committee was absent and because the policy language appears contradictory. The board voted to table the proposal and asked administrators and the attorney to prepare clarifying policy language for consideration at the next meeting.
The board did not take a final vote on committee membership or appointment of a chair. The motion was tabled; board members said they expect a clarified policy and a clearer proposal when the item returns in May.
