The Lucas City Planning & Zoning Commission on Thursday evening approved an amendment to the City of Lucas code that consolidates accessory dwelling unit (ADU) size rules and sets a uniform maximum of 900 square feet in specified residential zones, with an additional 600 square feet allowed by Specific Use Permit; the motion passed by a 5-0 vote.
Commission staff member Ms. Gilbert told the commission the change corrects a drafting error in Article 14.04 (Supplementary Regulations), Division 8 (Accessory Building Structures and Uses). She said the ordinance as drafted listed three separate subsections with different size allowances; the amendment removes the extra subsections and standardizes ADU size limits for R2, R1.5, R1 and AO zoning districts.
The chair read the motion onto the record, saying: "In R2, R1.5, R1, and AO zoning districts, a maximum of 900 square feet. An additional 600 square feet may be permitted with a specific use permit. Total area of ADU shall not exceed 1,500 square feet." Commissioner (S3) seconded the motion.
A commissioner asked whether the change would apply to ED zoning. Ms. Gilbert responded that ADUs had never been permitted in ED and that ED appeared in the ordinance text in error; she confirmed staff will remove ED from the ADU provisions.
The commission opened a public hearing on the amendment and invited speakers to the podium; no members of the public came forward, and the chair closed the hearing. The commission then voted to approve the amendment by voice vote, 5-0.
With the vote recorded and no further business before the body, the chair adjourned the meeting.
