The Lucas City Planning & Zoning Commission on July 10 unanimously approved amendments to the City of Lucas Code of Ordinances that establish a 75-foot minimum side-yard and rear-yard building line for allowable nonresidential uses within residential zoning districts and clarify definitions for accessory habitable structures.
At a public hearing, a Staff member presenting the item said the change “is essentially just that put into an ordinance,” describing revisions discussed during prior meetings in 2023–24. The staff presentation explained the measurement is taken from the center line of the street right-of-way and noted different street tiers (types A, B, C and D) used in the master thoroughfare plan when determining distances for some classifications, while saying the amendment carries the 75-foot minimum through the R2, R1.5 and R1 districts.
The presentation also clarified a definition change to distinguish habitable accessory spaces that are not accessory dwelling units (ADUs) — examples given included a game room, art studio or pool house that lacks permanent interconnection with the principal dwelling and is not intended for sleeping, cooking or eating. The staff presenter said the revisions were intended to make the code text clearer for a lay reader rather than change the underlying distances or policy.
Commissioners proposed minor edits to wording and consistency (for example, removing the redundant phrase “at least a minimum of” and adding the term “building line” after “side yard”) and directed staff to incorporate those grammatical and clarity edits into the draft. After the commission reviewed the corrected slide language, the Chair opened the public hearing; with no one from the public indicating a desire to speak, the Chair closed the hearing.
A Committee member moved “to approve the amendment to the City Of Lucas code of ordinance, chapter 14, title zoning, article 14.01... and article 14.03 as amended.” The motion was seconded and carried by a vote of 5 to 0. The Chair then adjourned the meeting.
The commission forwarded the amended ordinance language to City Council for final action. The ordinance number and effective date were not specified in the meeting record.
