Lucas — The Lucas City Planning & Zoning Commission unanimously approved a rezoning request on Feb. 12 to change approximately 9.46 acres at 1100 and 1020 West Forest Grove Road from Agriculture/Open Space to R‑1 (one‑acre single‑family residential).
Chair (speaker 1) opened the public hearing at 6:34 p.m. and read the applicant as Hayden Moses of Liberty Bankers Life Insurance Company acting on behalf of property owner Jeff Bednar. Director Hilburn told commissioners the land is currently zoned agricultural, is generally designated R‑1 in the city’s Comprehensive Plan, and that the request is consistent with that plan. "This is a pretty straightforward request," Director Hilburn said during his presentation.
Chair read an emailed engineering statement from Jason Trafton, a professional engineer with ION Design Group, which said the project was "under complimentary engineering evaluation" and that it "has been determined that the proposed development will have no adverse impact on surrounding properties or existing public infrastructure," including drainage and utility compatibility.
Applicant Dave Wilcox identified himself for the record as the applicant on behalf of Liberty Bankers Life Insurance and said he was available to answer questions. No members of the public offered substantive opposition during the hearing; one resident asked only whether a separate agenda item that had been stricken would be rescheduled.
Commissioner (speaker 3) moved to approve the rezoning request and another commissioner seconded. The commission voted 5–0 to approve the rezoning, and the chair noted the action will be reflected in the minutes for transmittal to city council as required.
The commission’s action changes the zoning designation for the two parcels to permit one‑acre single‑family lots. Under the city’s process, the item moves forward with the commission’s recommendation to City Council.
