Commission approves rezoning of 17.485-acre tract to R-2 for eight-lot single-family development

The Lucas Planning & Zoning Commission unanimously approved a rezoning on March 12 to convert a 17.485-acre tract from agriculture/open space to R-2 single-family residential, clearing the way for an eight-lot development with a private road and HOA.
The request was submitted by James Roberts of Goose Real Estate on behalf of Sergio Villareal. Staff told the commission the property is on the north side of Steiner Lane across from Lakeview Downs and is designated R-2 in the comprehensive plan. Roberts, who identified himself as "the owner and the president of Goose Real Estate," said the site is generally flat, identified a small creek in the northeast corner, and emphasized that drainage studies and infrastructure work will be completed during the preliminary-plat and construction-review phases.
A resident, Randy Kirchow, spoke in favor of the rezoning for land-use compatibility but urged close attention to drainage because his home sits below the proposed property and receives runoff. Staff confirmed Snyder Lane traffic counts are actively monitored and that future preliminary plans will include drainage and private-road details.
Commissioners noted the rezoning is consistent with the comprehensive plan and that detailed engineering and platting — including drainage, private-road construction, and utility connections — will be addressed in subsequent submittals. The motion to approve the rezoning passed 5-0.
Next steps include submission of preliminary plats and drainage plans; commissioners said the city will review required stormwater controls and private-road construction when those materials are filed.
