City staff eyes Brockdale Park, barge fireworks for July 4 'blowout'; committee to plan large event

City manager John Mitchell briefed the Parks and Events Board on a proposal to stage a large City of Lucas Independence Day event on July 4, 2026, and staff described recent special‑events outcomes and data‑collection efforts.
Mitchell said the council asked staff to explore a July 4 "blowout" and that staff need to begin planning immediately. He said the Army Corps has been contacted about a barge fireworks display and suggested Brockdale Park as a likely location because it provides separation from residences and allows a launch across the lake. "We got the Army Corps buy in, and one of the things we'd really like to look at is a barge fireworks show where the barge is out on the lake and sits off the fireworks," Mitchell said.
Board members discussed whether to hold the event on July 4 or the weekend before; Mitchell said he preferred the fourth but acknowledged nearby cities run different dates. Members raised operational concerns including traffic flow and egress—Mitchell confirmed Brockdale Park has a single public exit and said an emergency gate exists but would not be opened for routine use. Board members asked staff to consider shuttles and crowd control, and they emphasized that any large event will require significant staff time and planning.
Mitchell proposed forming a subcommittee of staff and parks‑board members to take ownership of planning tasks; the board expressed support for an "all hands on deck" effort to do the event right.
Special‑events specialist Donna Bradshaw updated the board on recent programs. Bradshaw said Keep Lucas Beautiful collected about 250 pounds of trash despite rainy conditions, Founders Day had strong turnout and a broad activities slate (including a petting zoo and live entertainment), and the Lucas Car Show drew about 115 entrants this year versus roughly 100 the prior year. Staff said they are refining attendance figures using geofencing and standard counters to improve future planning.
What's next: Staff will convene a planning subcommittee, continue coordination with neighboring municipalities and agencies, and return with logistics proposals and staffing estimates for a large July 4 event.
