The Parks and Events Board voted to adopt the fiscal year 2025–26 parks budget as presented by parks staff, and it also approved moving the Movie in the Park event to Oct. 3, 2025.
Joe Hilburn, who presented the proposed parks budget, outlined event line items and said the office supplied a supporting detail sheet for each item. Hilburn identified major allocations including $35,000 for Founders Day, $8,400 for the service-tree program and $25,000 for Country Christmas, and said detailed cost breakdowns accompany each request. "When we do a new tree, we also have to plant a rock and a plaque… and we also have to run irrigation to each tree," Hilburn said, adding those additional costs help explain a per‑tree figure of roughly $2,000.
Board members questioned several line items. Michelle Miller pressed staff on the farmers‑market marketing budget and suggested experimenting with targeted Facebook boosting in the week before events to increase attendance. Staff said $1,000 for boosting ‘‘doesn’t go far’’ but that line‑item transfers within the fund are possible and they could try increased promotion this year and reassess.
After discussion, a board member moved to adopt the parks budget "as presented by Joe," Michelle Miller seconded, and Chair called for the voice vote. The motion passed on a voice vote; no roll‑call tally was recorded on the meeting transcript.
On a separate agenda item, the board discussed the schedule for Movie in the Park. Hilburn reviewed weekend conflicts in October (farmers markets and fall break) and recommended Oct. 3 as the only weekend without a scheduling conflict. Board members expressed concern about Friday‑night setups that could affect the farmers market and staffing costs; staff said extra staffing can be arranged but increases expense. The board voted to move the Movie in the Park to Oct. 3 after a motion from a board member and a second by Angela Martinez; Chair declared the motion passed by voice vote.
What's next: Staff said detail sheets supporting the adopted budget will be available and line‑item transfers remain an option during the fiscal year. For Movie in the Park, staff will proceed with planning for the Oct. 3 date and coordinate logistics to minimize impacts on the farmers market.
