Bryan council adopts zoning text amendment to clarify planned development districts

Bryan’s council voted unanimously to approve a text amendment to Chapter 130 of the city code that retires legacy planned-development districts and establishes clearer permitted uses and standards for new planned development (P.D.) districts.
Planning administrator Allison Kaye told the council the amendment is intended to remove confusion between uses shown on development plans and zoning-district permitted uses, provide a stated purpose and list permitted uses, and offer predictable expectations to the development community; the Planning and Zoning Commission had unanimously recommended approval.
Councilmembers thanked staff for the work on the amendment, saying the change will assist development in the community by setting clearer parameters. After public hearing was opened, no members of the public addressed the council on the item and staff responded to questions before the council moved, seconded and approved the first (and only) reading unanimously.
Next steps: staff will finalize ordinance language for implementation and post updates to the city’s development guidance as required.
