Snyder — The Snyder City Council voted unanimously to amend the bylaws of the Development Corporation of Snyder Inc. and, following an executive session on economic development, approved a related performance agreement with Project Draft Group.
Presenter (S2) explained the bylaw changes as largely legal and operational updates: replacing outdated statutory citations, aligning the annual report deadline with the corporation’s November open house (instead of an earlier August date), and increasing the corporation’s internal expenditure authorization threshold from $10,000 to $50,000 to allow timely use of budgeted funds for initiatives such as youth workforce programming, marketing tools, and small-business supports. "Our board recommended $50 or 50,000 for expenditures there," S2 said, explaining the change was intended to avoid duplicative approvals for budgeted items.
Council discussion included confirmation that these changes keep oversight intact because the council still approves the annual budget and that items above the threshold would continue to require performance agreements or additional approvals. Staff and legal cleanup items also prompted wording changes (for example, shortening the corporate name reference per counsel’s suggestion).
After convening an executive session under code 551.087 for economic development negotiation, the council returned and approved a performance agreement by motion between the Development Corporation of Snyder and Project Draft Group; the motion was recorded and approved by voice vote.
What happens next: the Development Corporation will align its reporting schedule to the bylaws change and proceed under the new internal expenditure threshold; the signed performance agreement will move to implementation steps as specified by the agreement.
