Council approves reinvestment zone and annexation, clears consent agenda

Annexation (ANN 2503): The council held a public hearing on an owner-requested annexation comprising about 38.3 acres described by survey and tract references adjacent to the city's corporate limits in the Extraterritorial Jurisdiction (ETJ). Staff accepted prior testimony from the reinvestment-zone hearing as public comment; no additional speakers came forward. A motion to approve the annexation ordinance (first and only reading) passed.
Consent agenda: The council moved, seconded and unanimously approved the consent agenda with no discussion.
The meeting record shows no recorded votes in opposition; staff noted that the reinvestment-zone applicant’s property owner, Mr. Kurava, was present.
