Bryan council hears how license‑plate readers aid investigations; chief outlines safeguards

“The automatic license plate readers are a system that captures data off of motor vehicles,” the Police Chief said, explaining the system inventory as “14 fixed cameras and 2 moving cameras” and saying the tool “gives us investigative leads” in cases such as burglaries. The chief cited examples in which plate‑reader hits helped investigators locate suspects and noted the system has been used in major investigations.
On privacy and data handling, the chief said raw ALPR data are kept in the vendor/database for 30 days and that any search of the database is permanently recorded and auditable: “If somebody's using it nefariously, you can audit it and figure it out pretty easily.” Council members asked whether the system can flag vehicles associated with outstanding warrants; the chief said wanted‑vehicle information can be entered and will generate pings if the plate is observed.
Council members also pressed sharing limits. The chief stated the department “chooses to share with other Texas law enforcement agencies” and said the city does not share the ALPR database broadly with federal partners.
The council did not take a separate vote on 5C during the floor discussion but sought clarification from staff before final consent‑agenda action.
