City staff advances FY26–30 capital improvement plan, shifts Parallel Collector Road to later years

Dr. Jason Barfink updated the Bryan council on the FY26–30 capital improvement plan on Nov. 11, describing project sequencing and timing changes staff recommends ahead of a requested council adoption vote.
Barfink said several projects were advanced (South College phase 3 design and construction work moved earlier) while the large Parallel Collector Road construction — previously a FY26 focus with an estimated $17.5 million schematic contract — was shifted to FY30 to allow time for property identification, easements and additional preconstruction steps. Projects nearing bidding include Old Hearne Road, Woodville Road and Old Reliance Road; other items in design or planned include downtown quiet zone work with Union Pacific, storm‑sewer and slope stabilization projects timed to TxDOT work, and traffic signals related to a new H‑E‑B site.
Staff signaled plans to return in December with a resolution to adopt the FY26–30 CIP; Barfink also noted the city continues to seek easements and right of way needed for several projects.
Next step: staff will bring a resolution for council consideration in the December meeting for adoption of the FY26–30 CIP.
