Bryan planning commission approves multiple rezoning and lot-depth variance requests

The Bryan Planning and Zoning Commission on Sept. 4 unanimously recommended or approved a slate of rezoning and variance requests the staff described as supportive of infill and orderly growth.
Michaela Dickenson, a staff planner, presented a rezoning for 808 Oak Street (case RZ25-05808) to change the property from Commercial District C-3 to Residential District RD-5 to allow a new single-family dwelling. The property is narrow (about 50 ft wide and 200 ft deep), and staff said rezoning to RD-5 is appropriate because the surrounding area is already developed with residential uses. Owner/developer Charles Benowitz, who has built the neighboring houses, told the commission the house will be set back roughly 35 feet to allow stacked parking and to avoid parking overflow into the street.
The commission also recommended a minor boundary correction to an existing Planned Development Housing district (RZ25-07, now called Rountree Estates) that added approximately 3 acres to align survey boundaries with the previously approved plan; staff noted the only substantive change was removal of a relation-based occupancy restriction that state law now prohibits. Neighbor Seth Berry asked whether utilities, roads and floodplain analyses had been completed; staff and the civil engineer for the project said construction plans and floodplain review had been completed and that Old Alliance Road reconstruction is a separate city project.
A separate rezoning (RZ25-08) combined a 0.553-acre sliver into a C-2 district in the Nash Street area to allow a proposed bank site and smooth a transition between higher-intensity retail and nearby multifamily uses; staff recommended approval to create a buffering C-2 district on the hard corner.
On variance requests, staff recommended and the commission approved a commercial lot-depth variance (PV25-15, Cedar Breaks) reducing the minimum lot depth at midpoint to about 129.5 feet for one replat parcel while retaining a 75-foot no-development buffer along the southern edge. Staff said the lot area substantially exceeds the minimum square-footage requirements and that proposed development would be situated on the wider side away from the floodplain. The commission also approved a small lot-depth variance for two RD-5 residential lots at 804 East 27th Street (PV25-16), reducing depth to about 94.5 feet; staff noted the resulting lots would still be larger than the minimum square footage required for RD-5 and consistent with nearby parcels.
All of the rezoning recommendations and variance approvals were unanimous. Each case will be forwarded to the Bryan City Council (for rezonings) or proceed to final plat/site-plan review as applicable.
Actions taken at the meeting included recommendations to the City Council on multiple rezoning cases and commission approval of the two lot-depth variances. The commission adjourned at 7:04 p.m.
