Staff explained that the alley is a public right-of-way and is treated as a street side; given the alley and site constraints staff said the 10-foot setback would still respect the 10-foot utility easement on that side of the lot. Neighbor Sabina Featherston said the alley runs 6 feet from her property line and raised concerns about privacy, increased traffic, and damaged trees from clearing. She said the alley proximity gives her no privacy and asked whether fencing would be provided.
Applicant Jeff Wright said the subdivision will be alley-loaded, with rear access and privacy fences installed around each lot. He said houses are planned with rear parking and a 6-foot cedar fence around backyards; he also said developer-level decisions about additional fencing outside platted lot lines would be handled by the developer.
Commission discussion noted mitigation measures (fencing and detention-pond buffer) and concluded the variance was appropriate; the commission approved PV2604 and adjourned the meeting at 7:05 p.m.
