Commission approves ADU renovation permit at 1111 East 23rd Street

The Bryan Planning and Zoning Commission unanimously approved conditional-use permit CU26-021111 on April 2, allowing renovation of an existing accessory dwelling unit (ADU) at 1111 East 23rd Street.
Benjamin Johnson, project planner, told commissioners the ADU sits on a 0.275-acre lot, was constructed in the 1940s and currently functions as a garage/work area with limited ceiling height. Johnson said the applicant proposes to raise the bottom floor 5 feet and renovate the upper space for use as an ADU. He noted staff recommended approval with the condition that the ADU remain an incidental residential structure on the same lot as the main dwelling and meet the standards of section 130-34(b)(1)(a–g).
Owner Emily Mullins described the unit as a longstanding fixer-upper and said the renovation would make the space usable and more consistent in style with the main house. "We would like to have a space available for when [family members] reach the age to have their college experience," Mullins said, describing the ADU’s intended use by relatives.
Commissioners asked about a driveway encroachment noted in county records; Johnson said a county filing documents the encroachment and that such boundary problems typically are civil matters. Johnson also confirmed the property provides four on-site parking spaces, one above the minimum required when the ADU is added.
A commissioner moved to adopt the staff report and approve CU26-021111 with the accessory-unit condition; the motion was seconded and passed unanimously. The ADU must comply with the city’s listed special and supplementary regulations.
