Council advances parking, residency and traffic-code ordinances; waives readings for expedited traffic-code adoption

On second consideration, the council discussed an amendment to city code chapter 79.15 to regulate parking of semi tractors and semi trailers and the parking of boats, campers and large trailers. Council members said the ordinance aims to improve visibility at corners and reduce accident risk; one member cited a recent accident involving a large trailer. Supporters said clearer definitions will help police enforce parking rules.
Council also took up a third consideration of an ordinance amending chapter 30 (residency-related code). One council member said the change may discourage city employees from living in the city, while others supported the provision; council debated the trade-offs and then took a roll-call vote on third consideration.
Separately, Council member Lee moved to waive the two prior readings required by Iowa Code section 380.3 and to place an ordinance amending chapter 70 (traffic code) on final passage at the same meeting. The council unanimously voted 7–0 to waive the readings, meeting the three-quarter vote requirement, and then proceeded with the ordinance’s final consideration.
