Staff recommends traffic signal at Texas Avenue and Brookside/Garden Acres; council gives direction

Dr. Barfnick presented staff’s traffic evaluation and recommended installing a traffic signal at the Texas Avenue intersection with Brookside and Garden Acres, saying staff and a consultant reviewed signal warrants and the intersection met multiple criteria for a signal.
“Staff would recommend going ahead and installing the signal at this intersection,” Dr. Barfnick told council, noting TxDOT already included the signal in its construction plans and the city paid for the evaluation. He said the intersection met three of nine signal warrants and that installing the signal balances convenience, cost and safety for surrounding neighborhoods.
Why it matters: Neighbors and council members said opening the median and adding a signal would improve access for east- and west-side neighborhoods and relieve pressure at adjacent turning points that currently concentrate traffic at a nearby signal. Council members said the signal should be advanced given TxDOT’s contract and the project’s long lead time for materials.
Council direction: Council members gave staff direction to tell TxDOT to proceed with the signal installation as planned and asked staff to continue evaluating several other median openings and left-turn modifications along the corridor.
The workshop did not include a formal vote; staff said they would coordinate with TxDOT to implement the recommended modification.
