Hugh Walker described the months‑long problem: initial temporary equipment proved insufficient as seasonal conditions changed, requiring upgrades and continuing rental costs. He said rental fees run about $7,200 per month for the units plus roughly $4,500 per month in fuel; to date the city has spent just over $137,000 on rentals. "So at this point in time...we're going to ask you to approve the BPO with Sunbelt Rentals in the amount of $125,000 and to ratify the blanket purchase order number 250651 in the amount of $110,000," Walker said.
Staff said pursuing a design‑build contract for a permanent HVAC replacement is the preferred route and could be ready for council consideration in March or April. Council members thanked staff for managing continuity of operations and approved both the ratification and the new BPO unanimously.
No specific vendor was named for the eventual design‑build contract; staff said the approach was selected to hold a single firm accountable for both design and construction.
