Bryan planning commissioners recommend several rezonings, approve variances and minor code fixes

The Bryan Planning and Zoning Commission on March 5 recommended several rezonings to the City Council, approved variances and conditional-use permits and moved amendments to city code references, largely by unanimous votes.
Staff presented multiple rezoning requests that the commission recommended for council consideration. Mikaela Dickinson and project planner Benjamin Johnson explained requests ranging from a 3.51-acre Agricultural-Open-to-Commercial rezoning along Highway 6 (RZ26-013) to property-specific reclassifications such as the Oak Street parcel at 400 Oak Street (RZ26-02400) to allow an assisted-living use, and a city-initiated rezoning (RZ26-03) proposing to change 21 parcels in the Mitchell Lawrence Cabot addition from C3 to RD-5 to better match surrounding residential character. For the Oak Street case property owner Elena Schlachta spoke in support; staff indicated notifications were mailed and received minimal opposition. The commission recommended each rezoning to City Council (motions recorded and passed unanimously).
The commission also approved a 4-foot width variance (PV26-011209) for a lot on West Martin Luther King Jr. Street to permit a 46-foot lot width, with staff noting the lot historically existed at that width and that the lot depth and area exceed minimums. Commissioners described the request as an infill opportunity and approved the variance.
On conditional-use items, the commission approved CU26-044129 to permit an accessory dwelling unit (ADU) at 4129 Vintage Estates Court. Staff said ADUs must be occupied by immediate family and cannot be rented; the applicant said the unit will house family members. Commissioners and a nearby resident discussed parking and enforcement; the permit was approved unanimously.
Staff also presented three technical text amendments to the Bryan Code of Ordinances (chapter 62 parking and circulation formatting and two cross-reference corrections in chapter 130 zoning) to correct formatting and outdated references; the commission recommended approval.
All motions were approved by voice vote during the meeting; where public comment occurred, staff or applicants responded to technical questions on allowed uses, buffering and the variance process. The meeting adjourned at 7:46 p.m.
