Board members said the change is driven by state law but warned that removing local zoning checks could allow businesses that create noise, parking and visual impacts to operate in residential areas without adequate local oversight. “If people are running businesses in their homes, and they have trucks or equipment that becomes an eyesore in the neighborhood,” one board member said, urging retention of zoning linkages for enforcement.
Staff replied that state law limits local authority over some home‑based businesses, that the tax collector’s office will track business tax receipt approvals, and that performance standards for noise, smoke and parking would still apply. Board members raised the possibility of tracking or additional reporting to detect problems earlier.
A motion to deny the staff recommendation passed; the denial will be forwarded to the County Commission for its decision.
