Altoona council approves consent agenda: construction pay apps, change orders, agreements and permits

At its May 6 meeting the Altoona City Council approved a broad consent agenda that included change orders and pay applications for multiple capital projects, acceptance of easements from MidAmerican Energy and private property owners, and several administrative agreements and permits.
Key items approved included: Change Order #2 for Elder Corp. (Spring Creek South Pond Boat Ramp & Parking Lot) for $1,376.00; Pay App #5 to Elder Corporation for $10,770.62; Change Order #1 to Kirkham Michael for 8th Street Widening for $26,165.48; Pay App #5 to Kirkham Michael for 8th Street SE Widening for $295,231.45; Pay App #12 to Absolute Concrete Construction for 1st Avenue Reconstruction Phase III for $204,601.16; and Pay App #1 to RW Excavating Solutions, LC for Spring Creek North Pond Bank Stabilization for $277,307.47.
The council also approved a Tyler Technologies Software as a Service agreement, an agreement for the Greater Altoona Community Service Campus to manage the Altoona Aquatics Park, professional services agreement with Bolton & Menk for a speed study and grant preparation, acceptance of public improvements for Spring Creek South Pond Boat Ramp and Parking Lot, tax abatements, write‑offs of rescue fees for bad debt, and several liquor and cigarette/tobacco permits and event requests. The roll call for the consent agenda was recorded as unanimous (5‑0).
No public speakers addressed items during the consent vote. Several of the consent items (permits and public hearing notices) schedule further council action or public hearings on May 20, 2024.
