Assembly authorizes KFRC pump change order and redirects school roofing funds to East Elementary

The Kodiak Island Borough Assembly on April 16 authorized two contract actions: a change order for seawater pumps at the Kodiak Fisheries Research Center (KFRC) and a memorandum of agreement with the Kodiak Island Borough School District to redirect remaining roofing funds to East Elementary School.

Manager Amy Williams said new pump assemblies purchased earlier were about 10 feet shorter than the pumps removed, a discrepancy traced to inaccurate drawings. The contractor will install required shaft and column extensions; Williams said the contractor will perform installation at no additional markup and the change-order materials cost is $41,704.05 representing 18.25% of the contract change and therefore requiring assembly approval.

"The proposed change order accounts for the missing 10 feet and pump and column length material," Williams said, noting the contractor will install extensions and the borough is paying direct material cost only.

Separately, the assembly authorized a memorandum of agreement with the school district to redirect remaining funds from prior elementary roof projects to East Elementary. Williams said $813,262.61 remained after the main elementary roof replacement; after design and other expenses ($66,418.60 and $125,000, respectively), $621,844.01 remains to be redirected for design and replacement at East Elementary. Members questioned whether the borough should prioritize spending on a school that could later be affected by consolidation but staff noted East Elementary is projected to remain central in consolidation scenarios.

Both measures passed by unanimous roll-call votes.
