Wayne County board adopts conflict-of-interest and SBITA rules, approves permits and claims; new deputy sworn in

At its July 22 meeting the Wayne County Board of Supervisors adopted two administrative resolutions and approved a set of routine permits and financial items.
The board approved Resolution No. 26-01, a conflict-of-interest policy implementing Iowa Code Section 331.342 that bars county officers or employees from entering county contracts that cumulatively exceed $6,000 in a fiscal year. The board also adopted Resolution No. 26-02, establishing a county policy on Subscription Based Information Technology Agreements (SBITA) under GASB Statement No. 96; the policy includes a recommended $50,000 threshold for capitalization and guidance on measurement and straight-line amortization. Supervisor Lance Lange moved both resolutions; Supervisor Todd Wilson seconded the motions and the meeting record notes approvals by the board.
In other board actions, supervisors approved the City of Corydon's tax abatement requests for two parcels, authorized a preliminary location for a county-owned communication tower in Benton Township, issued a county credit card to IT Director Chase Clark with a $2,000 limit, approved the master matrix permit application for Gerald J. Lynch (Applewood, LLC), and set township trustees' and clerks' pay at $40 per meeting for FY26. The board approved the Clerk of Court and Sheriff reports and the claims list, which totaled $112,835.23. Auditor Michelle Dooley reported the county held $11,337,476.48 as of June 30 and that FY25 year-end activities and upcoming audits are underway.
Sheriff Keith Davis introduced new deputy Caden Spring during the meeting; Chair Chris Moore administered the oath. Department reports included David Rhodes's note that Wayne County will receive $45,000 for well closings in FY26 and that the county will pay $700 per well; IT Director Chase Clark reported buying 15 new computers with per-unit savings of about $1,000 and said the county plans a website refresh and security upgrades. The board adjourned at 10:58 a.m. The next scheduled meeting is Aug. 5, 2025 at 10:00 a.m.
