He told the council the capital plan had previously budgeted $100,000 per council direction; Dean said the $100,000 figure did not include contingency when Councilman Yeager asked.
Staff recommended including a build alternate to spray‑line manholes in the project area to assess costs and possibly complete that work while crews are in the area. Dean said the manhole spray‑lining was estimated "to be roughly about $6,000," and that staff would solicit contractor proposals and return to council with specifics.
After council discussion, a member moved to authorize solicitation for Improvement 2604; the motion was seconded and approved. The authorization allows staff to prepare and release the bid package; council did not award a construction contract at the meeting.
The item included a brief procedural clarification when a council member asked, "What is CIPP?" and Dean replied, "Cured in place."
