Wyoming council approves MOU to join IUOE Local 49 training center to expand Class A driver training

The Wyoming City Council voted unanimously to approve Resolution 25 0 5 44, authorizing a memorandum of understanding with the International Union of Operating Engineers (IUOE) Local 49 to participate in the IUOE 49 training center fund.

Superintendent Reeves told the council that federal changes implemented in 2022 by the Federal Motor Carrier Safety Administration now require classroom training and behind‑the‑wheel time with a certified trainer for new commercial license holders. "These changes included, classroom training and time behind the wheel of a commercial vehicle," Reeves said, adding that the training also affects operators moving from a Class B to a Class A combination vehicle.

Reeves said the Local 49 training center in Hinkley offers classroom instruction, testing and behind‑the‑wheel training "for considerably less expensive option" than private providers. "The training is expensive to do privately," Reeves said. He told the council the department currently has two Class A drivers and said "having more Class A drivers gives us flexibility and day to day operations and also allows us to best use the equipment that we have."

Council members asked whether the IUOE program is comparable to private firms and whether the course content differs. Reeves replied the IUOE facility provides enhanced training options and testing on site, whereas private firms often provide only the CDL classroom component and require trainees to complete testing elsewhere.

The resolution was moved and seconded and approved on a voice vote with no recorded opposition. The MOU directs staff to pursue participation in the IUOE Local 49 training center; the council did not specify funding details or a timeline for enrollment in the transcripted discussion.

The council moved on to the next agenda item after the vote.
