Marshalltown board approves early-retirement offer, purchase of two grounds vehicles and construction change orders

The Marshalltown Community School District board on Nov. 11 approved an early-retirement incentive and several routine purchases and construction change orders, and received updates on curriculum implementation and enrollment.

Board chair Sean Heitman opened the meeting and the board unanimously approved an amended agenda after administrators pulled an agreement with a third-party provider for further clarification from the state Department of Education. The board later approved the consent agenda, three Franklin Field change orders, two Kubota utility vehicle purchases and an early-retirement incentive, each by voice vote, 6-0.

Administration recommended offering an early-retirement package that would pay health benefits for qualifying staff for up to 96 months or until age 65, whichever comes first. A staff member said roughly 46 people are eligible and the district will give employees a 45-day decision window if the board proceeds; the deadline cited for responses would be Dec. 19. Officials estimated potential recurring cost savings depend on participation, with a realistic estimate in the $250,000–$300,000 range while a hypothetical full take-up could approach larger savings.

The board also approved three change orders at Franklin Field related to bleacher-pad concrete, additional retaining-wall design/shoring and additional fencing; administrators said the costs are covered by existing allowances and contingency. Project manager Mister Martin reported that synthetic turf and the asphalt base are complete, paving and much of the site fencing are finished, and final track surfacing is delayed to early 2026 because of weather.

Buildings & Grounds presented quotes for two replacement Kubota utility vehicles (Central Iowa Farm Store quotes of $45,703.84 and $18,587.47) and a smaller turf model for Franklin Field; the board approved those purchases and noted they will come from the district's sales-tax funds.

The financial/enrollment presentation showed the district's certified enrollment (the Oct. 1 count that drives budget authority) declined by 85.96 certified students and served enrollment declined by 32.36. District staff warned that the drop makes it likely the district will be on the state budget guarantee unless supplemental state aid is larger than current projections.
