The board voted to certify the provision of instructional materials for the 2627 school year after curriculum staff explained the submitted list reflects materials currently in use and that board approval is required to complete the EMAT survey and access reimbursement funds. Curriculum lead Brandy Tyree described recent site visits and teacher feedback that prompted the district to consider Bluebonnet, a TEA-owned curriculum, for dual-language reading instruction. Tyree said Bluebonnet is available through Region 4 and can be accessed online; ordering through EMAT is required to secure teacher guides, student workbooks and printed materials before the EMAT portal closes on March 31. "There are funds set aside because it's considered an open educational resource, so an OER, and so they give us $20 per student based on our enrollment," Tyree said, adding that the district also has access to a $40-per-student high-quality-materials allocation that rolls over.
Tyree asked for contingent board approval to order Bluebonnet for SLAR K–5, subject to staff review and a follow-up decision by teachers; trustees approved the contingent implementation motion (vote recorded: 5–0). Staff said if ordering cannot be completed by the EMAT deadline, they will provide printed copies in the short term so teachers have materials for summer preparation and a fall rollout.
The approvals will allow staff to complete EMAT entries and pursue reimbursements; curriculum staff said ordering in time would permit professional development over the summer and classroom implementation in August.
