Summary
The Fillmore County Planning Commission voted unanimously in January 2013 to recommend a series of comprehensive-plan amendments and a full update of county and village zoning ordinances and subdivision rules, forwarding the proposals to jurisdictional boards for final action.
The Fillmore County Planning Commission on Jan. 21, 2013 recommended sweeping updates to the county’s comprehensive plan and zoning regulations, voting unanimously to forward the proposals to the relevant village boards and the county Board of Supervisors.
At a public hearing that began at 7:17 p.m., David Potter of JEO Consulting discussed the proposed package, which includes: an amendment to Chapter 1 of the Comprehensive Plan to change the planning period; an update to Chapter 2 (Goals and Policies); revisions to Chapter 4 to revise the Future Land Use Plan and maps; an amendment to Chapter 5 to add an energy component; a complete update of the Fillmore County Zoning Regulations and Official Zoning Map; new zoning ordinances and official zoning maps for the villages of Exeter, Fairmont, Grafton, Milligan, Ohiowa and Shickley; and new subdivision regulations for the county and those villages.
The commission moved, debated and approved each recommendation by roll call. Vice Chairman Harre and members recorded unanimous votes (6–0) on Action Items 1 through 12, indicating the Planning Commission’s collective recommendation that jurisdictional boards adopt the proposed comprehensive-plan amendments, the county zoning regulation rewrite and the companion village zoning ordinances and subdivision regulations.
Why it matters: The package would replace or substantially revise the county’s planning and regulatory framework and introduce village-specific zoning ordinances and official maps. If adopted by the jurisdictional village boards and the county Board of Supervisors, the changes would alter permitted land uses, conditional-use procedures and subdivision review standards across Fillmore County and its six participating villages.
What the commission recorded: The recommendation motions were made by members including Mainwaring, Most, Noel and Kassik, each seconded and carried by unanimous roll call. The public hearing record shows JEO staff explained map and policy changes and solicited public comment; no substantive opposition is recorded in the minutes. The commission’s written minutes note the public hearing closed at 8:21 p.m.
Next steps: The commission’s action was a recommendation; each village board and the county Board of Supervisors must separately consider and vote on the proposed comprehensive-plan amendments, zoning ordinances/maps and subdivision regulations. Staff indicated continued coordination with village-level officials and planners as the proposals move through local hearings and adoption processes.
The commission adjourned the Jan. 21 meeting at 9:24 p.m.
