Ector County ISD board receives bond construction update, authorizes major purchases

The Ector County Independent School District Board of Trustees on Jan. 20 heard an extended update on Bond 2023 projects and authorized several bond-funded contracts and purchases.
District construction staff presented progress on Career and Technical Education facilities — including health sciences, culinary, welding and automation spaces — and reported that steel erection and many roofing and interior finishes are nearing completion. The presentation noted site work such as detention ponds and utility trenching is ongoing and highlighted milestones including window and roof installation, auditorium extension (an 18-foot stage extension) and near-complete surveillance camera installations across campuses.
Finance staff reviewed the bond worksheet and explained a budget adjustment that moved $4 million previously earmarked for land to the transportation facility project to cover an anticipated renovation. The district also said invoices and paid amounts have increased as projects progress, reducing available encumbered funds.
Following the presentations, administration asked trustees to authorize negotiating and entering into term agreements for multiple bond purchases over $50,000. The board approved requests that include construction-manager-at-risk services and design/engineering for five elementary roofing projects (Cameron, Knoll, San Jacinto, Crockett and Hector), a $539,900 surveillance-camera refresh project, and an asbestos-abatement contract estimated at $260,000. Administration described the total for the roofing and associated design services as $11,432,005.83 and $745,000 respectively.
Trustees moved, seconded and voted in favor of the authorizations. No individual vote tallies or names of movers and seconders were recorded on the public transcript.
District staff said the auditorium extension required the loss of "less than 10 to 15 parking spots," and reported that final inspections and punch-list work remain for several campuses. The district anticipates completing steel erection by the end of the month and finishing the current phase of safety-camera installations after Ratliff Stadium is completed.
The board’s approvals allow staff to finalize contracts and proceed with bonded work and equipment purchases; administration said supporting documentation for the purchases was included in board packets.
