Committee previews language to ease school-district mergers, keeps process voluntary

The chair asked staff (Beth) to walk the committee through the envisioned process at the next meeting and suggested members read chapter 11 of Title 16 in preparation.
The committee did not take a vote; it scheduled further drafting and discussion for the next meeting.
