The House Transportation Committee on April 15 advanced several transportation measures, adopting an omnibus committee substitute and approving a substitute for a Senate bill after brief debate.
Chairman Hurlburt led the committee through executive session and moved that House Bill 17 98 be voted "do pass." Representative Chappell said she could "help get it out of committee" but warned she may not support the measure on the House floor because she was concerned about "Christmas tree" or multi‑subject legislation. The committee voted 9 ayes to 5 noes to give HB 17 98 a do‑pass recommendation.
The committee later adopted a house committee substitute that combined several bills identified in committee as house bills 25 53, 18 31 and 23 28. The sponsor told members the substitute removed duplicative helmet language and clarified a motorcycle back‑seat requirement. The substitute was adopted and voted out of committee by a 15‑0 margin.
Lawmakers also considered a house committee substitute for Senate Bill 14 08. The chair presented an amendment (0.01h) to clean up language around salvage titles; the amendment was adopted by voice vote and the substitute was passed on a roll call of 8 ayes, 6 noes and 1 present.
Several members voiced procedural concerns about combining multiple bills into large substitutes without separate hearings. Representative Woods and others said some components had not been vetted in committee, and Representative Mayhew asked whether consolidated fiscal notes had been provided. Committee members said fiscal notes would be generated following actions but some members signaled they might withhold support on the floor until they had more information.
With the votes concluded, the committee exited executive session and moved on to a public hearing on House Bill 33 17.
What happens next: Each bill will proceed to the House floor unless sponsors or leaders alter their trajectory; members said some items could be amended on the floor and that fiscal notes will be posted as required.
